Text Box: The Role of Open Records Officer (A0R0) was created on March 13, 2019 by the  enactment of a duly adopted Resolution number 2019-06.
The Reverend Gerald W. Spaid, Sr. was duly appointed for the role of AORO.  
What are the duties of the Right to Know Law Officer or AORO.   Primarily the AORO is to protect the rights of the Public to see local government documents that the local government must hold by the Retention Statute  of the Commonwealth.
2019 Council did not supply the AORO with a job description.  The AORO is the gateway to approach the local agency for the privilege to inspect documents of the agency.  The AORO had to register with the Commonwealth of Pennsylvania’s Office of Open Records and to by statute post a notice on the building of the agency explaining who, where, and how the public may request a privilege to Text Box: inspect documents held by the agency.  
The Public has the Right to Know and it is protected by Law under Act 3 of 2008 signed by Gov. Edward G. Rendell on February 14, 2008 effective January 1, 2009.  The act provides access to public information to anyone who requests the right.
A designated AORO in each Commonwealth agency  must show the procedure, explain rights of appeal, and afford each the right to inspect, request copies, certified copies of any Public Document in the possession of the agency.
Your AORO is an advocate for the public.  The AORO will within five days respond to each request of the Public.

Text Box: Pursuant to the Borough Code of Pennsylvania the Organization meeting was to be held the first Monday of an even year as explained in the Code:
§ 1001.  Organization of council 
(a)  Organization.--The council shall organize on the first Monday of January of each even-numbered year by electing one member as president and one member as vice president, who shall hold the offices at the pleasure of the council. If the first Monday is a legal holiday, the meeting and organization shall take place the following day. Your AORO was at the Agency Office on January 6, 2020 with no notice on the Agency Building, from 6:30 p.m. to 7:30 p.m. your ORO sat at in the agencies  parking lot waiting for the lawful Text Box: Organization Meeting.  No one arrived at the office.  No LAWFUL NOTICE was placed on the agency  building .  No notice of rescheduling or when the Organization meeting would be held.
Two days before the tenth day of January, a meeting was held.  The Borough Secretary was asked in the meeting on the 10th why was the office of Secretary and Treasurer not appointed : the Secretary stated:  “The Mayor told me what to do.”  Other questions were not asked  due to not wanting to offend the Secretary such as “Why no RTKL notice for January 6, 2020 according to law?
